Overview

What Is the Clan Council?

The Clan Council is the ruling body of the Firan Realms. It is comprised of each Firan Clan Leader as well as the Ranivor or the Viceroy. The Clan Council meets in the Unity Building in Anarinuell and votes on the important matters of the day.

Who Leads the Clan Council?

Clan Council Meetings are run by the Honorary Clan Council Leader, also known as the High Priest or Priestess of the Firan Realms. He or she also leads the Religious Council and holds the sacred staff that entitles him or her to such power. The position is currently held by Clan Leader Fidelia Ista Aldrik.

Other Officials

The Clan Council employs three persons to attend them during Clan Council Meetings.

Clerk of the Council

The first is a highly prestitious Clerk of the Council, who is the scribe or secretary in charge of maintaining all Clan Council records. This post is currently held by Lord Empyrean Teranzik and his deputy, Lord Fiero Teranzik. Both were hired in 42 A.U.

Council Cup Bearer

The second official position is that of Council Cup Bearer, a post demanded by Clan Leader Nydiam in his day on the council. This post is currently held by Mes Fallon of the Ticanee Clan and Mes Fiora of the Gold Dragon Clan. Both were hired in 42 A.U.

Door Marshal

The third official position is that of Door Marshal, a person in charge of keeping undesirables out of the Unity Building and enforcing order. The post is currently held by Lady Emma Teranzik and Centurion Karish Karanik of the Chimera Clan. Both were hired in 42 A.U.

Details

Meetings

Meetings are Scheduled on a sporadic but mostly bi-weekly basis on Wednesday evenings at approximately 8:30pm. They are held in the Unity Building at which violence is not allowed. Lots of screaming is ok though. Sometimes the meetings are open to the public, and sometimes not, at the discretion of the Clan Council.

Every meeting has an agenda which is determined by the Honorary Clan Council Leader.

Announcements

After each Clan Council Meeting, it is the duty of the Honorary Clan Council Leader to announce to the people, some suitable summary of the business conducted, and enter any rulings into the public record. (Obviously, this may not be possible when discussing secret matters of national security, but that should be rather rare, and even then, the Honorary Clan Council Leader should say something.

Rules of the Council

Talking

Only Clan Council members are allowed to speak during a Clan Council Meeting unless another person has been explicitly acknowledged by the Clan Council to speak. This authorization is usually at the discretion of the Honorary Clan Council Leader, but tends to be somewhat fluid, especially in trials.

Violence

Slapping, punching, and even poking is not allowed during Clan Council Meetings, but people frequently stomp, yell, slam the table, or break things.

Voting Order

The order of items on the agenda to be voted on, is at the discretion of the Honorary Clan Council Leader.

Messengers

Messengers may not be sent or received during a Clan Council Meeting except at the discretion of the Honorary Clan Council Leader.

Quorum

The Clan Council may be convened with less than all clans represented, however, it is generally the practice that proxies for Clan Leaders be found whenever possible. Proxies are first sought amongst heirs and named proxies, then the adult members of the royal family, then the adult members of the major noble house of a clan, then the adult members of the minor noble house of a clan.

Pets

Animals are not allowed in Clan Council meetings -- unless they belong to one of the Clan Council members, don't pee on anything, and are oh so cutesy wutesy.

History

Before the Great War

The Clan Council is older than the memory of Firankind. Before the Great War and the flood that submerged the Old City, the Clan Council used to meet on a sacred island located at the juncture of the Ani River and the Uell River. This island was said to be sacred to Firanos.

The Clan Leaders would travel to their island by ferry, and it was tradition that they did not speak on the way there or on the way back. Unfortunately, during the flood, the island sank and the Firans had to make due with the Unity Building which they built in Anarinuell when they chose it as their capitol city.

Recent History

After the Alliance War and the exile of Ranivor Vahlgellan and Queen Eliana, there was a great religious awakening amongst the Clan Council, many of whom claimed to have had "The Dream" in which civil war destroyed the Republic.

The end result was that the Clan Council built a chamber on the outside of the Unity Building to store weapons and house guards. It is said to be a sacrilidge for any Clan Leader or proxy to feel in fear for their lives either coming to or from a Clan Council Meeting.

The people who have access to locked Clan Council pages are listed here: Usergroup:ClanCouncil. This list can be altered by the staff, the Ranivor, the Viceroy, or the Honorary Clan Council Leader.

Out of Character Follies

To amuse themselves, and keep meetings spontaneous, the Clan Council optionally engages a list of Clan Council Bingo Words which they try to work into a pose during Clan Meetings, and everybody drinks.
