The FFI (aka. Firan Forces of the Interior)
When the Firans fled their homelands during the Shamibelian invasion in 0 A.U., they were required to leave a significant portion of the populace behind. The idea was to convince the Shamibelians that they had captured everyone in the Firan Realms and keep them from realizing that there were a huge number of refugees in the caldera city, arming and readying to come home and drive out the invaders. To this end, it was necessary to set up an extensive spy network within the occupied territories and Clan Leader Sabine, along with Clan Leader Judano, both young leaders at the time, took it upon themselves to organize this network.
These spies functioned much like the French Resistance during WWII. They gathered intelligence on Shamibelian numbers, military capacity, and movements and passed it along to those on the outside. They helped get people in and out of the occupied territories unnoticed and also perpetrated guerilla missions against the Shamibelians to keep them distracted and to serve strategic ends.
