NELANOS: Place of the Hill Spirits

This capital city of the Bear Clan boasts of an old and elegant palace overlooking the ocean. The city survives on harvests from the sea, but also has a reasonable amount of farmland along the plains surrounding it. The people who live here are devout, sophisticated, and interested in politics. Family life is important, and beauty and hospitality take a close second. This city which once boasted of fine year round gardens has not coped very well with the changing climate, and many of the citizens gripe bitterly about the winter months.
