IC Policy on Speechmaking and Oratory
At present, no one in the city is legally allowed to make a public speech without permission of a member of the Clan Council or one of their proxies. This rule is sometimes violated, but punishments for violating it can be swift and unmerciful.
OOC Policy on Speechmaking and Oratory
The orate command was not coded so that people could announce their parties. The orate command was created for oratory. It was made for the Barack Obamas of the Firan world to state their case eloquently before the Firan people. It was designed for the most important political moments of the Firan times. Therefore, we approve of it being used by political leaders legally, and even demagogues illegally.
We do not, however, approve of the command being used as a general bulletin board for every temple to announce its prayer vigils or for the most popular socialite to invite everyone to their parties. The IC Events board is the proper place for these kinds of announcements. The @cal system is useful too. Also, messengers are expensive, but a viable way to invite and alert your intended audience. Please avail yourselves of IC methods and save the speeches board for the important stuff.
(If we see what we consider an improper use of the orate command, staff reserves the right to charge you CP for it. This won't mean that we hate you or that you are a bad person or a bad player. It will just mean that you made us evaluate a speech unnecessarily and so we're charging you CP for the expenditure.)

I've noticed there is a bit of confusion on speeches, so, I thought I'd clarify something that comes up. That is speeching that you are going to do something versus speeching something that has already been done. Let's say I am going to go punch Shelly and then stick her in a basket. If I speech about it, it's not that important of a speech. If I say I am going to punch Shelly and stick her in a basket, that's cool. But, it hasn't happened. Shelly could send an assassin to kill me. I could fall into a minor glitch in the space time continuum. Lots of things can happen, as such, as staffers we don't always want to adjust these speeches. They're cool and if you send one in we'll read them. But, we might deny them or charge CP if they don't meet our policy.
Now, let's say Shelly and I meet on the field of battle and I punch her pretty hard and shove her in not one but two baskets. Such a feat! My speech is an action that is completed and I may get SPs or social hits if people feel really bad for Shelly. On Firan, it's important to do things. If you say you're going to do something, you should definitely do it! If you tell people they should do something, you have to hope that PCs are convinced enough to back you up so you don't look weak.
Just remember, your most powerful speeches follow what you have done and accomplished. Think winning Ellish versus standing at Fort Triumph telling people to win Ellish.
