TP: Non-Suicidal Bomber

Tinyplot Name: Non-Suicidal Bomber
Goal: The Firans respond to the bombing of a building full of civilians.
Required PC Participants: 5-7 soldiers or healers
Required NPC Participants: One NPC bomber who is fleeing and several wounded civilians, some of whom are severely injured. At least two of them should be notable people from the FFI, Ticanee, Bonduins, Vrelander, or Loyalist factions.
Resources: Healing supplies.
Conflict: The Firans will have to decide whether to pursue the fleeing bomber or try to save the dying civilians. Or they can try to do both. In either case, they may or may not catch the bomber and they may or may not save any civilians, or perhaps they have to decide which ones to save.
Mission Details: A Firan slave loyal to the Shamibelian resistance has set off a firebomb in a civilian medical clinic. The responding group of soldiers and healers arrives just in time to see the bomber fleeing the scene. Do they pursue him? Do they try to save the dying civilians? Do they try to do both? Do they have enough supplies to save all of the civilians, or will they have to choose which ones to save? All of the civilians are crying out for help, and some of them are important political figures in Ellish: Leader types of the various factions. Who lives and who dies? If they choose wisely, the Firans will be rewarded with some useful strategic information or perhaps even an alliance with one of the factions they haven't interacted with much. If they choose poorly, they piss off the wrong factions. Maybe angry rioters from said faction storm the clinic and take some of the Firans captive.
